Accessibility statement for Luccombe Parish Council website (Luccombe-pc.gov.uk)

This accessibility statement applies solely to the Luccombe Parish Council website (luccombe-pc.gov.uk).

This website is run by Luccombe Parish Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

Accessibility on the Luccombe Parish Council website

We have completed an assessment and remedial work to this website to ensure that it is accessible for all.

We adjusted the colour and contrast levels of text and text-based links inline with (WCAG) 2.2 accessibility standards to make the text easier to read. We also identified and remedied missing labels on some video content.

We tested the entire site using the WAVE Web Accessibility Evaluation Tools browser plugin and Google Lighthouse. All reported errors have been fixed, where possible (see below)

We have also tested the website with Apple’s VoiceOver Utility. We have fixed the website to the best of our ability with limited resources however we know some parts of this website are not fully accessible:

  • The PDF documents are not fully accessible to some screen reader software – if you require an accessible copy of one of the PDFs published on the website, please email clerk@luccombe-pc.gov.uk for assistance.
  • There is no ‘text-only’ version of the site. We will continue to look into adding one as resources become available.
  • Whilst all of our images use alt (descriptive text). Many use the same text for both the title and the description of a picture. We will ensure that these are distinct and more detailed in future.
  • WAVE is reporting a missing form label on all pages even when there is no form, this does not appear to be easy to identify and remedy. If this is causing issues for you then please contact us and we will continue to investigate this issue and replace the form plugin which may be causing the error.

This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances and exemptions detailed below.

The content listed below is non-accessible for the following reasons:

PDFs may not be accessible to some screen reader software.

Non-compliance with the accessibility regulations

  • You cannot skip to the main content when using some screen readers – you need to highlight the text that you wish to read. We will fix this problem as soon as we find a suitable software solution
  • Whilst all of the images on the website have a text alternative (alt text) – so that people using a screen reader can access the information – we have used the same text for both title and alt text when these should be distinct labels. From September 2020, we have ensured that all images are labelled correctly.

Disproportionate burden

Text Only version

  • We do not have a text-only version of the website at present

We’ve assessed the cost of creating a text-only website in parallel with the existing website. We believe that doing so now would be a disproportionate burden within the meaning of the accessibility regulations. We do not have the resources to create a separate text-only website at this stage, but we will do so as soon as software (for example a suitable WordPress Plugin) or other resources become available.

Content that is not within the scope of the accessibility regulations

PDFs and other documents

The website contains PDF content pertaining to all aspects of the Parish Council including governance documents and meeting minutes.

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix all of the previous PDFs that are on the website. If you require an accessible version of any of the PDFs, please email clerk@luccombe-pc.gov.uk for assistance.

Live video

We do not currently operate live video streams on the website but if we do so in future we do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations

What we’re doing to improve accessibility

We will continue to monitor and improve accessibility on the website as new software and resources become available.
